QSV VP9 Support

    Intel 10th Gen and 11th Gen Iris Xe and UHD 730/750 now support native QSV VP9 encoding support. Any thoughts on adding this to the roadmap, or associated financial encouragement to moving it forward on the queue ;).

    Even with YouTube having new hardware to speed up their transcode times, 10 hours is a long time to wait for my breaking news to be in 4k native vp9 on their servers.

    VP9 / QSV is acually built in already. But the initialization fails always and thus it is not displayed in the UI. Last time i checked (many months ago) the FFmpeg / libav implementation was not even working properly.

    It is a bit painful to work with the QSV encoders.
