Can't get Voukoder to work in Premiere/Media Encoder at all

I've updated the FFMPEG to 7.1, I've made sure all the PATH enviroment stuff is right, I have the latest Nvidia drivers, I'm at my wits end. I've tried NVENC, I've tried LIB.264, I'm tried 8 bit, 16 bit, all the different settings. Any ideas?

I did select Premiere at the top, yes, and I shared the file. Sorry, I was sure I had made it accessible already, my bad.
