As Voukoder is using FFmpeg internally to encode the video I'd ask you to try reproduce this FFmpeg.exe on the command line.

I'm using a media encoder.
I don't know what to do.
Can you tell me?

It has to do with the new default settings FFmpeg is using for the nvenc encoders.
I need to build a new version of voukoder to fix this.

Okay. I'll be waiting.
Thank you for your answer.

I did a short test, and it's still the same.
Please check the attached file!
And, It's normal to come out like an image file, right?

The initial forum post is about not being able to encode with a constant bitrate. So now the issue is something completely different and the encoders are not populated at all?

What do you mean with this?

Yes, As you can see from the attached file,
It still does not fill 120 Mbps.

If you look at the image file,
I couldn't find the option pack at all.
(There were no X264, H264_NVENC, HEVC_NVENC, etc. in the codec settings.)
I asked because I thought it was normal.

My video card is nvdia geforce GTX 1050ti, the current version is studio 452.06, and the connector used is premiere-connector-1.5.0.
When I install voukoder6.1, I can't set it in PR's export interface. Version 6.0 does not have this problem.
My PR version is Premier Pro CC 2018. I tried to export in after effect (using aftereffects-connector-0.9.4) as well.
Please see the picture for details. Hope to fix this version as soon as possible.
I think I have the same problem as you. I think it should be a bug caused by version 6.1

I'm sharing another video rendering just in case.
(8K rendering progress)
This is normal.

Bit bitrate issue has been fixed with 6.1rc2. You'd might need to clear your presets and flush the plugin cache (switch from Voukoder to i.e. AVI and then back to Voukoder).
