high-quality gif animation problem or add "paletteuse"

    Please add "paletteuse" filter, without it i can't make high quality gif animation.
    You have "palettegen" filter, but not "paletteuse".

    Or maybe you have some ideas how to make high quality gif animation without "grain" effect?

    Examples:

    1. Davinci default render (no "grain" effect)
    2. VoukoderPro (with "grain") yuv444p - a little better, not enough
    3. VoukoderPro (with "grain") yuv420p
