Alright guys, i think i solved it. I COMPLETELY reinstalled FFmpeg because last time i did it there were some components that werent deleted. im not sure if it works but it worked this time.

My GPU cannot be defective. All the games use my gpu fine, After Effects 2024 Renders fine (not 2025 n newer because they ruined the gpu usage with the rendering). I haven't seen this either, im guessing its just stupid Windows 11 problems or my drivers are corrupted. Im gonna try to install the Studio Drivers instead in NVIDIA App. That didn't work either. and once again the microsoft h264 export works fine, but uses my cpu which is slow

Here you go, i didnt know it was possible to change to trace logging so sorry for that. Anyways i had to actually put it in a .txt file since the forum doesnt take log files and text that is over 10k characters. hope that doesnt mess anything up
