In this case, a picture isn't equivalent to 1000 words. I can't understand what problem you encountered, or what steps, what expectations and what went wrong.

FYI I gave up on using "source in/out", I exported the whole sequence then use ffmpeg to cut (without reencoding).

I also used Voukoder 13.x with earlier versions of Premiere Pro to export dozens of in/out segments without issue. In hindsight, maybe future Voukoder Pro can also include the NLE software and version in the log file.
