I got advice from various sources and managed to eliminate large fluctuations in bitrate using the following parameters: crf=22.000 level=5.1 preset=slow profile=main10 x265-params=vbv-bufsize=240000:vbv-maxrate=120000:aq-strength=3.000:psy-rd=2.500:psy-rdoq=1.500:keyint=120:min-keyint=60:scenecut=60:rc-lookahead=50 I'm just not sure if there's anything else that can be improved.
